Site Kullanım Koşulları

Bu platform, BRP-TR projesinin Ulusal Tartışma Platformu ve E-Öğrenme Platformu için, projenin uygulama döneminde WEglobal Danışmanlık A.Ş. liderliğindeki proje konsorsiyumu tarafından işletilmektedir; proje tamamlandığında Nihai Yararlanıcı'ya (Çevre, Şehircilik ve İklim Değişikliği Bakanlığı / Yapı İşleri Genel Müdürlüğü) devredilir. Hesap oluşturan veya platformu kullanan kullanıcı, aşağıdaki koşulları ve platformda yayımlanan Forum Kuralları'nı kabul etmiş sayılır.

Kısaltmalar

• Hesap: Tek hesap her iki platformda geçerlidir. Tartışma odaları hesap olmadan okunabilir; ileti yazmak ve eğitim modüllerini tamamlamak için hesap gerekir. Kayıt için doğrulanmış bir e-posta adresi gerekir. Kayıt bilgilerinden ve paroladan kullanıcı sorumludur; hesap kişiseldir ve devredilemez.
• Herkese açık tartışma: İletiler ve ekler, kullanıcının adı ve soyadıyla birlikte herkese açıktır.
• E-Öğrenme: Eğitim modülleri ve sınavlar kullanıcının kişisel kullanımı içindir; sınavlar kullanıcı tarafından kendi adına tamamlanır. Sertifika yalnızca ilgili modülün tamamlandığını belgeler; resmî bir yeterlilik veya unvan sağlamaz. Sertifikalar, üzerlerindeki doğrulama koduyla platformun doğrulama sayfasında giriş yapılmadan doğrulanabilir; doğrulama sayfası sertifika sahibinin adını ve soyadını, modülü ve tarihi gösterir. Sertifika kayıtları Aydınlatma Metni'ndeki saklama süresinin (proje bitiminden itibaren 2 yıl) sonunda silinir ve bu tarihten sonra platformda doğrulanamaz; hesap silindiğinde kayıt "silinmiş kullanıcı" işaretiyle saklanır.
• Tartışma Kuralları: Tartışmalarda saygılı ve konuya bağlı kalınır; üçüncü kişilere ait kişisel veriler (KVKK ve GDPR kapsamında) ile gizli veya ticari sır niteliğindeki bilgiler paylaşılamaz; ticari reklam yapılamaz; hukuka aykırı içerik paylaşılamaz ve platformun güvenliği aşılmaya çalışılamaz.
• Tartışmaların moderasyonu: Tartışma odaları moderatörlüdür; moderatörler kurallara aykırı içeriği düzenleyebilir, taşıyabilir veya kaldırabilir ve gerektiğinde hesabı askıya alabilir.
• Katkıların kullanımı: Kullanıcı, katkısını platformda yayımlamakla, katkının platformda gösterilmesine ve proje çıktılarında kişi bazlı veri içermeyecek biçimde özetlenmesine izin vermiş sayılır.
• İçeriklerin niteliği: Kullanıcı iletileri yazarlarının görüşüdür; Nihai Yararlanıcı'nın, proje konsorsiyumunun veya Avrupa Birliği'nin resmî görüşünü yansıtmaz. Resmî onay taşımayan içerikler taslak niteliğindedir.
• Fikri haklar ve görünürlük: Eğitim materyalleri, tartışma paketleri ve diğer platform içerikleri BRP-TR projesine aittir ve yalnızca bu platformda, platformun amacı doğrultusunda kullanılmak üzere sunulur; yazılı izin olmaksızın kopyalanamaz, çoğaltılamaz, dağıtılamaz, başka bir ortamda yayımlanamaz veya başka bir eğitim ya da ticari faaliyette kullanılamaz. Platformdaki Avrupa Birliği amblemi ile kurum ve proje logoları izinsiz kullanılamaz.
• Kişisel veriler: Kişisel verilerin işlenmesi Aydınlatma Metni, KVKK Politikası ve Çerez Bilgilendirmesi'nde açıklanmıştır.
• Değişiklikler ve hukuk: Bu koşullar güncellenebilir; güncel sürüm platformda yayımlanır. Uyuşmazlıklarda Türk hukuku uygulanır; çelişki hâlinde Türkçe metin esas alınır. İletişim: info@brp-tr.org.

Terms of Use

This platform is operated for the BRP-TR project's National Discussion Platform and E-Learning Platform by the project consortium led by WEglobal Danışmanlık A.Ş. during the project's implementation period; once the project is completed it is handed over to the Final Beneficiary (Ministry of Environment, Urbanization and Climate Change / General Directorate of Construction Works). By creating an account or using the platform, the user accepts the following conditions and the Forum Rules published on the platform.

List of abbreviations

• Account: One account serves both platforms. The discussion rooms can be read without an account; an account is needed to post and to complete training modules. Registration requires a verified e-mail address. The user is responsible for the registration details and the password; the account is personal and non-transferable.
• Public discussion: Posts and attachments are public, together with the user's first name and surname.
• E-learning: The training modules and quizzes are for the user's personal use and quizzes must be completed by the user in their own name. A certificate documents only the completion of the module concerned and confers no formal qualification or title. Certificates can be verified without logging in by entering the verification code printed on them on the platform's verification page, which shows the holder's first name and surname, the module and the date. Certificate records are deleted at the end of the retention period stated in the Privacy Policy (2 years after project end) and can no longer be verified on the platform after that date; when an account is deleted, the record is kept with a "deleted user" marker.
• Rules of Discussion: Discussions must remain respectful and on topic; third parties' personal data (within the scope of the KVKK and the GDPR) and confidential or commercially sensitive information may not be shared; commercial advertising is not allowed; unlawful content may not be posted and the platform's security may not be circumvented.
• Moderation of discussions: The discussion rooms are moderated; moderators may edit, move or remove non-compliant content and, where necessary, suspend accounts.
• Use of contributions: By posting, the user permits the project to display the contribution on the platform and to summarise it, without person-level data, in project outputs.
• Nature of content: User posts are their authors' views and do not represent the official position of the Final Beneficiary, the project consortium or the European Union. Content without formal approval is draft material.
• Intellectual property and visibility: The training materials, discussion packs and other platform content belong to the BRP-TR project and are provided solely for use on this platform; they may not be copied, distributed, published elsewhere or used in any other training or commercial activity without written permission. The EU emblem and the institutional and project logos on the platform may not be used without permission.
• Personal data: The processing of personal data is described in the Privacy Policy and the Cookie Notice.
• Changes and law: These terms may be updated; the current version is published on the platform. Turkish law applies to disputes; in case of conflict, the Turkish text prevails. Contact: info@brp-tr.org.
